21292 CITY OF PANAMA CITY, FLORIDA BUNKERS COVE WATER SYSTEM IMPROVEMENTS BID #PC 18-041 PE Project No. 13061 ADVERTISEMENT FOR BIDS Sealed Bids for the construction of Bunkers Cove Water System Improvements will be received by City of Panama City, at the office City of Panama City Purchasing Office at 519 E. 7th Street, Panama City, FL 32401, until 2:00 PM local time on September 12th, 2018, at which time the Bids received will be publicly opened and read. It is the sole responsibility of the Bidder to ensure the bid is received on time. The clock in the Purchasing Office will determine the bid closing time. All bids must be logged in at the Purchasing Office. Any bids received after the stipulated time of bid opening will not be accepted and will be returned unopened. This project consists of exiting water system replacements, gravity sewer trenchless rehabilitation, roadway resurfacing, and associated miscellaneous work including the following approximate quantities: 6,000 LF of 6" PVC Water Main Installation for 74 Existing Residential Customers; 5,500 LF Roadway Resurfacing; 4,700 LF Gravity Sewer CIPP Lining and 21 Manhole Rehabilitations. Bids will be received for a single prime Contract. Bidders shall submit a Bid on a lump sum basis for the Base Bid and include separate lump sum and unit prices for each Alternate Bid described in the Bid Form. Comparison of Bids shall be based on total lump sum Base Bid amount. All bids must be submitted on the Bid Form as furnished in this Specification. The bids must be accompanied by a Public Entity Crime Statement and by a Bid Bond, certified check, or cashier's check, in the amount of five percent (5%) of the Base Bid as a guarantee that the bidder will enter into an agreement with the Owner if bid is accepted. The estimated cost of the construction project exceeds $250,000. Therefore, bidders must be on the City's pre-qualified bidders list to submit bids for this project. Contractors who want to be placed on the City's pre-qualified bidders list may download the application from the City's website "pcgov.org" under "e-Forms". The completed pre-application package must be on file with the City or be delivered to the City within two business days of the pre-bid conference which is scheduled for 2:00 pm on August 28th, 2018, at Panhandle Engineering, Inc., 3005 South Lynn Haven Parkway, Lynn Haven, Florida, 32444. Packages presented at the pre-bid conference or within two business days of the pre-bid conference will be evaluated and contractor notified at least 7 days before bids are due. The pre-bid conference is not mandatory. Attention of bidders is called to the licensing law of Florida. All bidders must comply with all applicable State and local laws concerning licensing, registration, and regulation of contractors doing business in the State of Florida. Further, contractors shall obtain all such occupational licenses and permits as shall be prescribed by law. For this project, bidders must be on the City's Pre-Qualified Bidders List as a qualified contractor for the construction outlined in the specifications. Contractors must attach a copy of the pre-qualification letter to the outside of their bid. Should the Pre-Qualification letter not be attached bid may not be accepted and may be returned unopened. The successful bidder will be required to submit a list of his subcontractors for approval before award of contract. The prime contractor shall have a Florida Underground Utility License. The prime or a subcontractor shall have a FDOT Certification for asphalt paving. The person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid for a contract to provide any goods or services to a public entity, may not submit a bid for a contract to a public entity for the construction or repair of a public building or public work, may not submit bids for leases of real property to a public entity, may not be awarded a contract or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list. Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bidders are hereby advised that the City has a Local Vendor Preference Policy which is described in Article 19 of the Instruction to Bidders. The City of Panama City reserves the right to reject any one or all bids, or any part of any bid, to waive any informalities in any bid, and to award a contract deemed to be in the best interest of the City. Bids may be held by the City for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
